We were asked to do a series of publications for The Norwegian Competence Report (Kompetanseberetningen). We proposed to always work with questions in the titles, as there are more questions than answers in the work of the Competence Report. We worked with the painter Thomas Saenger to make the cover photos. Each image was carefully planned and composed, but there was a great deal of chance involved in the shooting of the photos, giving them a snapshot quality. The results were quite radical for a governmental institution.
